Collection and Use of Personal Information

In order to protect and manage the rights of privacy, Tamkang University (hereby referred to as the university or TKU) is implementing the Personal Information Protection Act to safeguard the rights of privacy to all members of the university and prevent any infringement or violation of said rights. These rights will be maintained and modified through this special declaration known as "Tamkang University's Privacy Rights Policy Declaration" (hereby referred to as this policy) described in the following.
The scope of this policy includes management of any personal data collected from TKU internet users: personal data handled by the university, information processed by cooperating organizations outside of TKU, or any information handled for the purposes of inter-campus exchanges. This policy does not apply to any organizations outside of this university or individuals unrelated to TKU.

Article 1

All personal data collected must be in a specified and legal manner.
I.     The personal information of internet users can not be used on the TKU website without giving the internet user clear notification. Online user information may be collected through this website, server and browsing activity for analysis to improve and modify the quality of the website. However this analysis will examine user behavior and will not collect any personal data.
II.     Enrolling students will provide personal information for registration including but not limited to name, sex, date of birth, academic history, email address, and guardian information for the purposes of university services and meeting student needs. All provided information will be srtictly kept confidential and will not be seen by a third party unless there is consent from the online user and/or a legal warrant of seizure. TKU reserves the right to suspend an online user if their provided personal data is falsified.

Article 2

All personal information that has already been collected in the TKU database will be strictly kept confidential with this act and all related regulations. This information will only be handled and utilized with the appropriate legal measures by qualified personnel.

Article 3

The university will ensure the safety and accuracy of personal data which will be regularly modified and updated.
I.     The university will undergo strict measures to protect personal user information and will not modify, publicize or destroy any data without the consent of the user. The user's personal data bank will be handled appropriately in accordance to the terms of the involved managing organizations regarding software, hardware, firewall protection, data transfer, and the unlawful use or theft. The related departments in charge of regulations and safety will use concrete planning to preserve the protection of the rights of university members and online users.
II.     University members will receive confidentiality course training for protection of information to develop skills in prevention of theft, perjury, damage of data, unauthorized publication of information and any violators of personal rights will be lawfully punished by the proper authorities.
III.     In the case that a third party must come in contact with user information for the purposes of business services, TKU will strictly protect user rights in accordance to the Personal Data Bank Protection Act and other related regulations to observe, manage and investigate operations.

Article 4

TKU will notify the implicated party in the case that someone takes advantage of personal data, explaining both how and who is involved.
I.     This website's personal data bank will only be managed by TKU users and related departments. Only in the case that the user involved gives consent will a third party have access to the users personal information.
II.     TKU must first obtain consent from the party involved before utilizing user information for the promotion of education, sales and news. If the user refuses to participate with any promotion, TKU must immediately desist from using any of the user's personal information for sales purposes.
III.     TKU must handle all personal information in accordance to regulations and the requests of the user and no data can be shared with a third party without the user's consent. TKU will not reveal any personal user information with a third party for any reason.
IV.     TKU must verify personal data for protection and specific measures must be taken for the transference of personal information internationally.

Article 5

TKU has completed the objective of establishing personal data management systems and policies for the safety and protection of private information.

Article 6

Utilizing Implicated persons rights.
I.     Data of Implicated persons will be handled with Article 3 of the Personal Data Protection Act and all related regulations. For services involving investigating, browsing, copying, rewriting modifying, suspending, processing, or deleting information contact the TKU email listed website or call 02-26215656. However, TKU may refuse to do so when it is necessary for the execution of a statutory position or business. In addition, the implementation of the above rights may result in affecting the relevant rights and interests of the parties.
II.     TKU will provide personal data, including browser information to governmental organizations or important third parties for the purposes of national security, issues involving diplomatic confidentiality, infringement of economic rights or other infringement of national rights, At which time the implicated parties requests will be rejected and the reasoning provided.
III.     With the implicated persons consent, TKU and executive parties will only utilize personal information within the lawfully given time frame. Once the date of expiration has been reached, the information will be terminated; however time frames are susceptible for lawful extension.

This website may provide other website links, if the user enters into another site via this website, he/she will be giving his/her information to a party outside of TKU. Hence the user information may be handled in a way that is not in this description of regulations. This university is not responsible for protecting the user once he has moved to another website. In order to provide a complete personal service system this website utilizes Cookie to record and analyze user behavior. This record is able to identify the user's specific patterns and will recognize any changes. Information Statement about the Collection, Processing and Use of Personal Information

Tamkang University (hereafter referred to as TKU) must for the purpose of work requirements related to student management, processing of registration, grading, education and employment counseling collect a minimum amount of necessary personal information; we do not handle an excess of personal information. When we collect, process or use your personal information, we will take respect of your rights as the baseline, and further we will use honesty and the principles below to do so. In order to guarantee your rights and help you understand how TKU collects and uses your personal information, please carefully read the contents of the various sections of this information statement.

In order to perform the necessary work related to student management or attain the goal of obtaining the agreement of the Party, the school addresses the following special purposes: such as, 001 personal insurance, 040 military service, substitute for military service administration, 109 education or training administration, 120 tax administration, 171 management of other central government organizations and subordinate units within government organizations, public affairs supervision, administrative assistance and related business, 172 execution of related transactions to other public organizations (including administrative corporations, government endowment foundations and other public corporations), 175 management of other local government organizations and subordinate units within government organizations, public affairs supervision, administrative assistance and related business, 179 other financial services, 158 student (member) (including graduates and those not graduated) information management.
3.     Method of personal information collection:
The personal information collected is provided personally by the Party involved, mailed in, or via the internet.
4.     Classification of personal information:
The personal information of the Party which TKU collects is as follows: C001 identification of the individual, C002 identification of finances, C003 identification of government information, C011 personal description, C012 physical description, C013 habits, C021 family circumstances, C023 details of other family members, C031 dwelling and facilities, C038 occupation, C051 school record, C052 qualifications and skills, C057 student (member), examinee record, C111 health record.
5.     Processing and use of personal information:
I.     Time of personal information use Except for legal time limits or other time limits imposed by the central organizations in charge, the time required to complete the aim of the open collection of the personal information is the limit. Student information is preserved in accordance with the TKU Study Regulations and other related regulations.
II.     The area of use of personal information:
Taiwan (including Penghu, Kinmen and Matsu and other regions).
III.     The target of the use of personal information:
TKU, authorities, maintenance contract vendors; it is not used for other purposes.
IV.     The method of use of personal information:
i.     Appropriate methods such as electronic document, paper, or other former technologies.
ii.     Utilization in accordance with Article 20 of the Personal Information Protection Act.
6.     In accordance with regulations of the Personal Information Protection Act, the Party can apply to check, read, obtain a copy, supplement or correct, request the termination of collection, processing or use, and request deletion. When exercising the abovementioned rights, according to TKU regulations the identity of the individual must be confirmed and verified before an application can be submitted. If another person is entrusted to transact the request, a power of attorney document is required, and at the same time proof of the identity of the trustee must be provided for verification.
7.     The Party should verify the personal information provided is true and correct; if it is incorrect or needs to be changed, the Party should immediately deliver the related documentation of proof to the school for handling the correction.
8.     If the Party has not yet provided genuine, correct and complete personal information, it can lead to an inability to provide student services, to establish contact in an emergency situation, to deliver test scores, etc. It will influence the rights of the Party. So please pay special attention.
9.     TKU will in accordance with the law or in compliance with the requests of authorities or the judiciary provide personal information or related information.

TKU Personal Management Policy Declaration

Tamkang University (Hereby referred to as TKU or University) is implementing the Personal Information Protection Act along with related laws and regulations for the protection of personal information while being managed. In order to reduce the risk of personal rights being infringed upon, the personal rights protection management system will continue to undergo modifications that will be noted and updated in the regulations description.

TKU Personal Rights Management Policy Declaration is as follows:
1. TKU must utilize specific and legal methods to collect all personal information.
2. In accordance with legally collected data, only the minimum amount of needed information should be obtained, never exceeding the necessary amount.
3. TKU will clearly notify implicated persons in the case that their personal information has been violated or misused by another party.
4. Personal data that has already been collected will undergo the appropriate and related measures of management.
5. All Personal information must be gathered fairly and lawfully.
6. TKU must maintain and manage listed personal information.
7. Personal information must be verified for accuracy and continually updated.
8. Personal information that has already been gathered will be saved until the legally appointed expiration date.
9. Implicated persons’ rights must be respected, including the right to review, request modify, copy, add, suspend or delete their own personal information.
10. The safety of all personal data must be ensured.
11. TKU will only transfer personal information internationally through lawful or government organizations.
12.  In the case of utilizing personal information without using the Personal Information Protection Act, the method must be lawful and appropriate.
13. When establishing or implementing a system of personal information, the Personal Information Protection Act must be implemented.
14. All members of related internal departments supervising and managing personal information, must utilize the system of the Personal Information Protection Act.
15. The duties of all members related to management and organization of personal information must be clearly stated.
This statement declaring the preservation of personal rights is of the utmost importance. All faculty members must have a clear understanding of the content therewithin for the sustained protection of all members’ rights at TKU.
